The light source position changed

Halogen bulbs and LED bulbs are not built the same way inside. The light-emitting point sits in a slightly different position depending on the bulb design. When you swap a halogen for an LED without adjusting for that difference, the beam pattern shifts. Light that was supposed to hit the road ahead ends up angled upward, directly into the eyes of oncoming drivers.

This is the most common cause of LED glare and it has nothing to do with how bright the bulb is.

The beam was never aligned after installation

Every headlight has an aim adjustment. After any bulb replacement, that aim needs to be checked and corrected. Most drivers who install LEDs themselves skip this step entirely, either because they do not know it is necessary or because the process requires equipment they do not have. The result is a beam that points wherever it happened to land after the swap.
